It's Penny. We've seen, on several occasions, that when she decides to commit herself to something, she goes full throttle. Rich, the Popsicle War...Once Penny goes "I'm doing this", she does this.
She's had months to ponder her attraction to Aggie, try to deal with without really dealing with it (originally trying to set her up with some guy). By this point, she's gone "I'm going to try to have a relationship with her". So she may be utterly uncertain if it can work or if it's what she should be doing, but she's decided to do it, and by golly she's going to give it her all.
Seems in-character to me.

Okay! So while I'm not an Agenny shipper, today's strip is positively hysterical! I enjoyed the innuendo in their banter, but.... As much as I know Penny likes to bring out people's strengths....I think changing the person she's pursuing is a thing with her. Penny? Do you really need to control those you're attracted to?

Perhaps she needs to see that she is having an influence on the people she's in a relationship with, and she prefers a nice visual example of that influence.

God knows that Aggie has had an influence on her, and that was reflected in her clothing choices. Penny is very fashion oriented and puts a lot of stock in what you are wearing saying something about who you are.

Maybe all Aggie needs to do is get herself a t-shirt that says "Penny's candy"?

Why is the emphasis on "I" in Penny's third line in p1? She doesn't not think of her an a special rainbow snowflake or whatever, as opposed to who?

The "or whatever" feels extraneous too. It's a pretty roundabout way of saying "I care about you" to begin with (doubt-doubters, take note) — makes the contrast to all the flirting seem all the more striking.

The only thing throwing me off a bit is the feeling that there's a gap between last strip and this one, in which Penny actually agreed to DO something specific for Aggie, pertaining to the whole film project. That makes both her confidence level and her seeking makeover privileges pretty comprehensible to me.

And yes, both her greater sexual experience, and her generally positive outlook on her prior relationships, puts her in a different place than Aggie, confidence-wise. (Aggie has two past efforts, neither of which functioned in any way to make her more confident; Penny had two, as well, but both of those ended on her terms.)

I don't think there is a gap between comics, but I do think this is a return to a previously discussed topic.

Probably the reason it looks odd to us is that T was more concerned with how they interacted rather than what Penny actually agreed to help with.
