(Before someone takes this too seriously, no, I do not think either Penny or Lisa are dumb. I do not think Lisa is evil. Nor do I think Penny would wear quite so many shades of brown at once.)

Actually, I think Lisa, like Michelle, could be a helluva good listener when it's called for. She did a marvelous job of figuring out just what Jack needed to hear/talk about while listening under the blanket that one time, after all. So her silence had a use that time, and I'd bet she's good at knowing when it's time to stop the verbal flow for a bit.
