It's not cement, but if he could withstand phaster blasts fire won't keep him down.

There is however the possibility that the rest of the mixer's fuel will explode while he's still beating at the flames. Which probably won't keep him down either, although it might slow his getting up a bit more.

I have visions of the quick drying cement going straight up and then coming straight back down, Wile.E.Coyotee style.

Hey, at least it would put the fire out :)
