There's no reason to think there won't be a baby Julie in this timeline: they were working on one before and have no reason to stop. They lost some resources when they lost their headquarters, but that much happened in both timelines, and they have more now than they did in the world where the Hand won. However, that world is gone. The boy who would have been Joseph Oberf will now grow up as Mark Oberf, and he will have a very different life than Joseph did, in many different ways. The future will be altogether different than what Julie has grown up facing.
