Gonna take a stab at it:
1: This was before The Alliance. That means that at that point, Fred and Stand didn't really know one another; Fred only knew him from the Class Prez campaign (the first one), and it's likely most of the campus just regarded the whole thing as a lark--no one knew about Stan's Big Plan then.
2: Fred was at least tipsy at the party--T.'s answer did allow for a 'drunken hookup' occurring, just one that would've ended as soon as dawn broke.
3: Stan's own "worst side" hadn't come out then, either.
